First, verify that the elements are on the intended level in Create Symbol by using Element Information. Alternatively, place the symbol in a new project (created after the symbol was modified) to see if it works as intended there. When you saved the symbol, you selected "No" at the "The current project uses the symbol that was just modified. Do you want to replace this symbol in the project?" I would have selected Yes. You can still do this replacement by using Replace Symbol to replace the symbol with itself while the page is open.
